How do I teach my cat to not run outside and wander off when I open the door?

My cat is an indoor cat and she lacks the necessary survival skills of an outdoor cat. She LOVES to go outside, she would meow and meow till I open the door and let her outside but only when shes on her leash. I've let her go outside on her own a few times and she's usually in a neighbors backyard and it worries me because she isn't fixed. Now that it's summer, I like to have the door open and let some air in but my cat would run outside the very second she gets the chance so I'm forced to put her on her leash and tie it somewhere.
