I live in a county in ohio that has a county wide property tax for Squad service.?

The county I live in asseses a squad service levy county wide. Problem I have is the Township I live in pays this tax in addition to another Fire Department Levy. The first squad service I mentioned doesn't provide service to my Township, they contract with the fire department which I also pay tax to. Simply said I'm paying property tax for 2 emergency levys that I only receive service from 1. I feel this is wrong.
