I found this stray cat and I want her to be a pet cat. But she can't be an indoor cat.?

She can't be indoors because of my male cat, She trusts me a lot I feed her, water her, and play with her. but she is afraid of my chained/fenced in dogs. She still hangs around but some times she will disappear and I'll find her down the street or across the road. What can I do to keep her on my property? And show her that my dogs can't hurt her even though they'll bark? please answer one or both if you can. Thank you so much!
