My neighbors male long hair cat is losing his hair this seems to only happen in the summer months?

As I said my neighbors male cat who has been fixed is losing his hair from the waste down and this seems to only happen during the summer months . Littles thats the cats name is an indoor cat and had been treated for fleas and he is losing his hair this seems to only happen during the summer months and she cannot figure out whats causing it please help
