What decisions can a township board make?

Can a township board make the decision to have mandatory garbage pickup with out the residents of the township voting on it. At a town meeting the majority of the people attending showed an interest in garbage pick up, so the board voted to make it mandatory. Township pays for recyclable material pickup, and residents have to pay for garbage pickup even though they don't use the service. Is this legal?
